Now my daughter is missing and I can't find her anywhere. They should never have just given her a bus pass to leave in the state she was in

My daughter was admitted on the 25th of April. She suffers from severe PTSD. And has been in and out of Mental Hospitals for the last 2 months. This was her third facility that she was at in that short time. They pulled her off of So Many Meds and put her on other ones and she was not stable at all going into this place. But for whatever reason and I can't get any information they allowed her to leave on the 27th giving her a bus pass and now I can't find her. I understand HIPPA and they can't release information to me. But why in the world would they ever let her go her cognitive was so bad she couldn't have remembered how they even go anywhere on her own.
