PHA is a very new, grassroots-based, pioneering approach to addressing the multiple crises of homelessness, drug abuse, and mental illness. Both mandatory outpatient counseling is provided and housing (in the form of rentals whose cost is covered by the program) is also provided. Right now, a few hundred clients are being served, but the program is expanding in hopes of reaching more people in need.

If I could give this facility zero stars I would. I first showed up to a house where most were unwelcoming and belittling for the fact that I just got there. I told the person in admissions and he immediately brushed me off. I then proceeded to have my belongings stolen. I am talking about hundreds of dollars worth of items. The housing coordinator was nothing short of rude and demeaning. From moving in less than 24hours, she came at my fiancé and I from the start. She told us that we would feel better if we purged the items we had. Mind you, these are the items we worked hard for in our life. My fiancé and I did end up relapsing (outside of the home). I was still at the house and was told to leave immediately and to take 1 bag with me. The housing coordinator herself promised that the items would be safe. That was the only reason we left without them. She told us not to worry. Needless to say, the next day when we came with our new program to pick up our items, we were greeted by clients at the door with hostility and aggression. We were given half our bags and told us that was it. When we asked about our other belongings, we were immediately told there was nothing else and to leave. It then became where the client was yelling and the house manager including saying racial slurs to my fiancé and I. We were told they were going to be pushed down the stairs, beat up etc. We didn't want to leave because half our belongings were taken. When we called the admission gentleman he said he was on his way, but he never came so we ended up leaving with our program because of how unsafe we felt. We were told there was going to be an investigation, but that was a lie. How can there be a rigorous investigation without even asking us what items were taken. I had items with me from my baby, and his memories. This place is by far the worst I have ever experienced. I am no Saint mind you, but we were told that our items may have been taken as a consequence for relapsing. I couldn't believe that. There wasn't just a few items here and there, I'm talking about 4 trash bags full of items that we were going to take to storage. This is going to take a long time to get over personally. They did nothing about the racial slurrs nor the theft. It is unbelievable how a so called rehab can do this to people who are already down on their luck and trying to find a safe spot. A police report was made and further action will be taken. This is just not right.
